The Medibag is an item that automatically heals nearby players shown by red crosses appearing around a hurt players. The Medibag spawns only at the armoury for the Security Department, however the following teams spawn with the Medibag by default: Medical Department, O5 Council, Administrative Department, Rapid Response Team, Internal Security Department and The Administrator.
